TRUNG TÂM NGHIÊN CỨU NHẬT BẢN CENTER FOR JAPANESE STUDIES(CJS)

I. Chức năng, nhiệm vụ:
Ngày 13/9/1993 Thủ tướng chính phủ ra quyết định số 446/TTg thành lập Trung tâm Nghiên cứu Nhật Bản thuộc Trung tâm Khoa học xã hội và nhân văn Quốc gia.
Ngày 9/12/1993 Giám đốc Trung tâm khoa học xã hội và nhân văn Quốc gia ra quyết định số 321/KHXH-TC-ĐT về chức năng, nhiệm vụ và cơ cấu tổ chức của Trung tâm Nghiên cứu Nhật Bản trong đó có:

Chức năng :   Nghiên cứu lịch sử, kinh tế, chính trị, xã hội, văn hoá và ngôn ngữ Nhật Bản nhằm góp phần cung cấp luận cứ khoa học cho việc hoạch định chính sách đối nội, đối ngoại, của đảng và nhà nước, phục vụ cho nhu cầu hiểu biết của nhân dân ta về Nhật Bản.

Nhiệm vụ :
1) Xây dựng và tổ chức thực hiện chương trình, kế hoạch nghiên cứu dài hạn và ngắn hạn về đất nước, con người và xã hội Nhật Bản.
2) Tổ chức phối hợp và hợp tác nghiên cứu và trao đổi tư liệu liên quan về NB.
3) Tham gia đào tạo, bồi dưỡng cán bộ nghiên cứu về Nhật Bản.
4) Phổ biến kiến thức và cung cấp thông tin để mở rộng sự hiểu biết của nhân dân ta về Nhật Bản.
5) Từng bước xây dựng hệ thống thông tin-tư liệu-thư viện và cơ sở vật chất kỹ thuật cần thiết cho công tác nghiên cứu trước mắt và lâu dài của Trung tâm.
6) Quản lý đội ngũ, cơ sở hạ tầng và tài sản khác của Trung tâm.

Kể từ ngày thành lập đến nay, Trung tâm Nghiên cứu Nhật Bản đã thực hiện một số đề tài cấp nhà nước, hàng chục đề tài cấp bộ và cấp viện. Ngoài ra Trung tâm còn thực hiện rất nhiều dự án do nước ngoài tài trợ.

The Center for Japanese Studies (CJS)

The Center for Japanese Studies (CJS) is a non-profit institution under the auspices of the Vietnamese Academy of Social Sciences, founded in September 1993 following a decision made by the Vietnamese Prime Minister. The Center plays the role of a central national institution for all research activities in Vietnam concerning Japan and the Vietnam-Japan relations. More specifically, the fundamental function of the Center is to conduct comprehensive research on the history, economy, politics, society, culture, language, etc. of Japan and the Vietnam-Japan relations, with a view to providing the Vietnamese Government with scientific foundation for decision-making; consulting and postgraduate training on Japanese studies; contributing to the development of the Vietnamese social sciences; and enhancing the mutual knowledge and the long lasting cooperative and friendship relations between Vietnam and Japan.
Missions

The major missions of the Center for Japanese Studies are as follows:

•  Construct and implement long-term and short-term research programs and plans concerning the government, economy people and society of Japan;

•  Coordinate and cooperate with domestic and international research institutions in studying and exchanging material and information related to Japan;

•  Take part in training and enhancing knowledge for researchers on Japanese studies;

•  Disseminate knowledge and information about Japan so as to deepen the understanding on Japan among the Vietnamese people;

•  Build gradually the information-document-library system and the material and technical bases needed for the study of the Center as well as other research institutions or researchers interested in Japan.

Major Research Programs

The major research programs of the Center in the recent years and at present are summarized as follows:

1. Economics field:

#The economic structure of Japan and its changes vis-à-vis national and international changes since the Meiji Restoration;

# Japanese domestic and foreign economic policies and its experiences useful for other developing countries such as Vietnam.

# Japan's integration in the process of economic globalization and regionalization;

# Japan's economic prospects in the early decades of the 21 st century;

# Economic policy adjustment in Japan since 1990;

# Economic structural changes in Japan in the new international context;

# Japanese agricultural development in the post Second World War period;

# The development of agricultural cooperatives in Japan;

# The role of small and medium enterprises in Japan;

2. Politics-society field:

# Japanese legislative, executive and judiciary systems;

# Political party system and the role of the Liberal Democratic Party;

# Social structure and experiences in dealing with social problems.

# Studying the present Japanese administrative system;

# Some issues about the present Japanese social welfare system;

# Rich and poor differentiation in Japan since 1945;

# Japan: Major political changes in the last decade of the 20 th century and prospects;

# Japan in the Period Governed by the LDP, 1955-1993;

# Economic growth and social welfare in Japan since after the Second World War;

# Labour and unemployment issues in Japan at present.

# The role of Japan in modern world;

# History of the development of Japanese culture;

# Impact of Chinese culture on the culture of Japan;

# Comparative study of Japanese and Korean cultures;

# Various problems of Japanese educational system and its implications to Vietnam;

# Conservation of traditional culture in Japan and Japanese experiences useful to Vietnam

5. Vietnam-Japan relations field:

# Vietnam-Japan relations since the establishment of the bilateral relationship in 1973;

# Vietnam-Japan relations under the Doi Moi policy of Vietnam;

# Changes in Japanese foreign policies after the end of the Cold War;

6. Japan and East Asian Community:

# Japan-ASEAN relations: Policy and ODA;

# Northeast Asian FTA;

# Toward an East Asian with sustainable development
Training

CJS is not yet a training center, but CJS researchers have been delivering courses on Japan at the Faculty of Oriental Studies of National University in Hanoi and other appropriate universities in Vietnam. It is expected that CJS will offer postgraduate courses on Japanese studies in the near future.
International cooperation

Since it was established, CJS has always received supports from the Embassy of Japan in Vietnam, the Japan Foundation, the Sumitomo Foundation and other sponsored organizations in Japan. CJS has also established its relationships with research institutions and universities in Japan and other countries such as the University of Tokyo, the Osaka University of Economics and Laws, and the Kyoto University. CJS has a plan to establish relations with other institutions and centers for Japanese studies in the world.
